The vehicle was designed to be used as a communication centre. It had a small telephone exchange fitted as well as a PA system. According speakers on the roof rack had been removed for this shot though.
The pic was taken under the bell tower aka 'Führer's tower' on the Maifeld = May Field adjacent to the Olympic Stadium. From 1945 till 1994 the May Field was part of the British HQ in Berlin. Famous and well visited by the Berliners was the annual Queen's Birthday Parade of the British troops taking place there.
